		<description>That&#039;s actually in the city of East Grand Rapids.  I make that observation because any neighborhood in the city can do those if they want.  The city will deliver the bags, the sand/litter/whatever and the candles to anyone who requests them (within the city of East G.R.).  You still have to pay for them of course, but that&#039;s how they make sure they all look the same.

Their called &quot;luminaries&quot; when you put them along the street like this.  Who knew?  (Not me, until I moved here)</description>
