I make that observation because any neighborhood in the city can do those if they want. The city will deliver the bags, the sand/litter/whatever and the candles to anyone who requests them (within the city of East G.R.). You still have to pay for them of course, but that's how they make sure they all look the same. Their called "luminaries" when you put them along the street like this. Who knew?
